I HAVE received your telegram No. 31, Confidential, of the 29th ultimo, in regard to

Foreign Office, May 7, 1885. certain stipulations which it is proposed to insert in the new Treaty between France and China. I have to state to you that you should let it be understood that if China concedes a reduction of the Frontier Tariff to France, Her Majesty's Government will, under the most-favoured-nation clause of the Treaty of Tien-tsin of the 26th June, 1858, demand a similar reduction on trade by sea.

The substance of the foregoing has this day been communicated to you by telegraph.
